The citizens of Bellevue passed Tax Ordinance 20-67 in 1967 enacting a city income tax on earned income to provide funds for the purpose of general municipal operation, maintenance, new equipment, extension and enlargement of municipal services and facilities and capital improvements. The tax rate is one and one-half percent (1 ½%) and is assessed on salaries, wages, commissions and other compensation, and on net profits of businesses derived from sales made, work done or services performed in Bellevue.

All residents over age 18 (unless exempt) are required to file a yearly tax return. Nonresidents who earn taxable income in Bellevue when such income is not subject to withholdings are also required to file yearly. Employers within Bellevue are required to withhold tax from all compensation paid employees and remit the tax on a quarterly basis to RITA. Ordinance 12-92 passed in 1992 requires the registration and taxation of all contractors and subcontractors doing business in Bellevue.
